Hunter Dual Wield?

So I have been leveling a hunter and was wondering when does the hunter get the dual wield ability or skill? I am level 13 and the Turtle WoW data base says you get it at level 8 but can not seem to find the skill anywhere any help would be great thanks.

You ca learn Dual Wield at your class trainer at level 20

...and yet... Brass Knuckles simply require you to be Lv 10. Most disappointing since the TW database says that there is a "hunter Trainer" in Undercity that has the ability to train that skill, yet....does not seem to exist in-game..PoooooooP!!!!
