Adjustment: Vindication
Now gives a chance to reduce the target's damage by 1/2/3% for 10 seconds instead of reducing the target's Strength and Agility.
Developer Comment: Old Vindication was straight up not working against non-player enemies, due to mobs not having Agility and Strength values. It was often misleading, so we replaced it with a similar effect that actually works.
So what does developer mean when he say replaced with similar effect tha actually works? Why not leave the talent untouched if its not meant to work on pve mobs?

To be straightforward, updated Vindication is 100% useless. It can not be used on Raid boss. If you just use on leveling or dungeon mobs, 3% is nothing. Before the changes, some ppl may use it to against melee classes and hunters. and It was put at the Rank 3 talent tree. But now, they nerfed it and make it to Rank 4. This does not make sense. It is just a trash talent now.

It seems to be in exactly the same boat as dampen/amplify magic that works against mobs but specificaly not against bosses. Dampen/amplify magic doesn't cost talent points, just make it a straight up pvp talent like in TBC.
At least we could call that vacant row of talent the pvp row.

dampen/amplify is still useful on mobs, vindication isn't, The talent point investment isn't even comparable, and that's a whole row of dead talents. Your point is moot.

no its not useful against mobs as its not worth the gcd to apply it.
