Where is everyone?

I am currently questing in The Barrens with my hunter, and it seems there's barely anyone questing/leveling there. Does it become better in higher level zones, or maybe most people are already level 60? It's not always fun aggroing 2-3 mobs at the same time or skipping a quest that's too hard to do solo.
