Breaking the Felstar (Quest)

I am supposed to meet a detachment of Rangers in Ashenvale, south of the Felwood border but north of Raynewood's Retreat. I cannot find them anywhere. If I go just north of the border I can summon the quest mob, but no help. Am I missing something?
