Min entry lvl for crescent grove is out of sync with quests

Min entry level for Crescent grove is apparently 32 now. That is way higher than min entry level for SM Library which is 21, according to Atlas addon. Moreover, quests for crescent groves can be obtained from lvl28 (or maybe lower) yet player cant attempt them because of min entry level out of joints with quests. It has always my experience with Wow that if you are eligible for a quest, then u can attempt it even if u may fail. Here, wasted time for traveling and preparation for the quests then be refused entry at the entrance. My suggestion is either making all the crescent related quests unobtainable till lvl 32 or else lower the min entry level for the dungeon to 28.
