Missing step in Glowing Shard quest from Wailing Caverns

This item drops from the event at the end of Wailing Caverns. You are supposed to take it to someone in Ratchet (Sputtervalve) but he doesn't have any dialogue options. If you take it directly to Falla Sagewind on the mountain above WC, the quest can be completed.
