Hello,
I was playing a hardcore character named "Manxy" yesterday.
After my death I was trying to reroll my character but it wasn't possible
because the name was locked.
I guess there are griefers who instantly lock names after seeing them in the
world chat.
I asked in the discord for help and it leads me to open a ticket but the only answer I get is
"We can't help"
Not even a detailed answer why it isn't possible.
Even Blizzard is able to solve these problem with name stealing.
