Riding skill question

Good day! Please explain to me how the riding system works?
- Do I need to learn riding skill from a trainer? (I speaked with my riding-trainer and there were no skills even in "not available" section).
- Did I understand correctly that the mount is available from lvl 20 but not 40? (I have seen level 20 characters on mounts).
- Are donation mounts different from regular mounts?

All mounts have dynamic scaling: Without the riding permit the mounts speed is half your level, then it scales with the riding permit.

You learn riding permit at lv 40 then at lv 60.

There is a mount you can obtain from a quest at lv 20.

Did I understand correctly that obtained a mount at lvl 20, it will increase speed on + 10%?
With riding permit it gives +60% and +100%?
Where do these riding permit learn?

From the vanilla standard riding trainers, where you would otherwise buy your mounts at 40 and 60.
