Wand of Divine Justice bugged?

Heya! Bought this wand off the AH since there's usually no good wands at my level range (currently level 38), but it says "out of range" whenever I try and wand a mob. Saw there was a thread up for another added wand and that it was missing the RangedModRange modifier, figured it might be something similar here? Already vendored my old wand, and did a relog + delete of WDB before I started googling, so can't go back to my trusty Gravestone Scepter. :(
