Custom quest: Cold Feet, footlocker missing?

Custom quest: Cold Feet in Tirisfal Glades

So I culled all the murlocs north of Soll. farm several times over. I searched underwater. Nothing.
Then I saw the forum post about creating the quest, where the locker should be at 36.4, 40... there's nothing anywhere near there.

It's possible I've missed it but I'm wondering if it's bugged.

The object was placed near a log, and is labeled "seaweed covered footlocker" I believe. Try again :)

It's there I did the quest today

Just did this quest today, and the quest text I feel mislead me.
She says it is in a footlocker on the farmstead, but is not on the farm.

Then she mentions the Scarlet presence, and then Murlocs. So I searched the Scarlet tower next, and then continued forward going down to the beach past the tower to kill Murlocs and check the beach. With help from people in world chat I was able to realize that there are Murlocs on both sides of the tower, and the scarlet reference is more red herring than helpful.

I realize it is my fault for not realizing there was a second group of Murlocs, but the progression of the text lead me from the farm house, to the fields, to the tower, to past the tower, which is not where it is located.

All she, as a NPC, knew is where she left the footlocker. Keepin' it shined and the murlocs liking shiny things are both indicative of them having the footlocker. Frog and I read a pile of quest text from various quests in several zones and drew comparisons in the amount of knowledge the questgiver has for 'hey go get this' quests in order to keep it as consistent with blizzard quest difficulty/vagueness as possible.
