Hardcore Quality of Life Improvements

I propose two changes which I think would enhance the HC challenge:

1. Defeated HC characters become normal characters instead of being lost.

2. Prestige system. Allow characters to snapshot their current state before resetting to level 1, said snapshot awaiting them as soon as they ding 60 again. This allows already-established mains to try for the title and mount, and perhaps other rewards for doing it normally like other servers have done.

These changes would in no way affect the difficulty of the challenge, only its accessibility, and so I believe they would be good ones.
