Could the fishing boat be a mount?

Could the fishing boat be a slow aquatic mount? In other words, you get to "row" it around a little bit, on the surface of water. I'm thinking it would still be basically the same spell, and require the same reagents, but you'd get to move between pools. I'm not suggesting it's faster than swimming, though if it were a little faster it might have some other gameplay applications.
