Lost and Found; Merchant that Sells Unlocked Quest Items

It would be great if a merchant was introduced who could sell quest reward items that have been lost by the player. Some of these items are incredibly important (eg Skull of Impending Doom) but players might not be aware of this at the time they acquire it, vendor it and now have no way to get it back. For the case of quests that reward multiple items, this mechanism would unlock all of them

I would skin this character as a mysterious merchant who acquires said items after the player carelessly loses them, and offers to sell them back at a big markup (maybe 10x the vendor price). This maintains the items as being unique in universe whilst offering a costly way for players to recover them. They would live in a neutral area such as Ratchet or perhaps by themselves in a small camp
