I think this useful item could be made by alchemist and not only from a aliance only quest

Why cant a skilled alchemist learn to craft this item with some fish oil and other item? I dont see it as a broken item but is a useful item and make sense that alchemist have the knowledge to craft this (maybe the recipe would be dropped by something like a murloc Boss like Gelihast or mutanus or naga mobs)
