Cross faction pvp would be great if it was possible to make it kick in only when one faction sits in que for like 10 minutes or longer.

Can't really see any reason for humans or night elves defending forsaken in Arathi Basin or orcs in Warsong Gulch.

Mercenary Mode ... brilliant.
Travel to Ravenholdt to register with an NPC there as a Mercenary for your opposite faction in a battleground, putting you into the queue for that battleground on the specific faction side you've chosen. Requires Glyph of Diplomacy.

This would drive traffic to Ravenholdt, turning it into a "friendly" PvP hub that would be visited rather than ignored.

Mercenary status lasts until exit from the battleground, so it's a one off thing and you need to re-register as a Mercenary each time you want to join the opposing faction's battleground queues.

There could be more than one hub for it if implemented. Maybe one for allys going to horde queues and one for horde going to ally queues.

That's part of why I recommended Ravenholdt, since it is a "neutral" faction, and would drive traffic to Southshore and Tarren Mill ... the classical site of world PvP (aside from Stranglethorn Vietnam, of course).

I agree with Ravenholdt being one, maybe have another one in moonglade too so you have somewhere you can que on both continents?

Moonglade as a cross-faction PvP hub? Doesn't seem to fit very well.

Now, the racetrack in the Salt Flats of Thousand Needles ... that would make a much better cross-faction location for (ahem) ... betting on winners and losers ... of PvP battles, up to and including Mercenary Mode.

How about that giant cage/arena in gagetzan? stick an npc there and suddenly that's a cross faction hub?
