Not too long ago, the horde organized a raid against Stormwind and then Ironforge.
The alliance couldn't muster much of a resistance, so I was thinking what would happen if we offered an incentive to defend the capitals? Or encouraged lower levels to participate and support the effort?
Incentive for city raiders:
Should the horde or alliance organize a raid against a city, they should be offered a reward for successfully killing the leader of the capital. This could be in the form of loot, a mount, or a buff resulting from a quest turn in similar to Rallying Cry of the Dragonslayer. Or perhaps the buff is only obtained if you're alive and within a certain radius while the faction leader dies.
Incentive for defenders:
Should the opposing faction succeed in killing your leader, you obtain a "demoralized" debuff that lasts for 2h and persists through death and cannot be waited out by logging (maybe this is excessive if you have to wait this out on every one of your alts...) This debuff could vary according to the leader that is killed. For example, say Highlord Bolvar Fordragon is slain by the horde. Every player between level 50-60 gets a debuff that reduces reduces all stats by 15. For levels 40-49, stats are reduced by 10, etc. So lower levels aren't penalized TOO much for being unable to help.
In addition to that, if the local defense channel announces "X city is under attack!" 10 or more times, the warmasters offer to deputize you and turn you into local militia. Lower levels will get an increase to spellpower and attack power and hp/mana regen in order to support with the defense of the city. This buff is automatically removed as soon as you leave the city.
I'm sorry, I haven't put TOO much thought into it. But I thought it would offer a new and exciting way to put the war back in Warcraft.

It would be nice to have more incentive to organize and participate in capital sieges.
But beyond the incentives and the low-level player buffs, i would have to say that dishonorable kills would need to be addressed. Perhaps remove all civilian statuses from all NPCs in the capitals.
At the moment anyone serious in ranking would not participate in a city attack out of fear of losing their progress; which is understandable.

While a nice idea, but you would punish players who are not interested in PvP. On a PvP-Realm you could do something like that, but not on an Rp-PvE Realm like Nordanaar. PvP is an OPTIONAL part of the game, that should neither be enforced, nor be punished for not-participating in it.
