The turtle is doable by a smaller group, for example a group that has gone to ZG (12-20) or groups that aren't really doing anything else.

Nerubian and the dragon world bosses aren't accessible to smaller groups and the turtle is currently camped on respawn by the main raid group on Sundays. Lowering the spawn time would help in these regards.

Making it harder would be fine as long as it's still tailored to smaller groups. That's the best part about it (besides the loot table :D )
