Crusader and other enchants are fine and shouldn't be altered (proc rate depends on weapon/attack speed). Allowing weapon procs in form was added in Wotlk and is just a reasonable request like OP suggested.

No different than warriors gaining 200ap from it.

Like the OP suggested, allowing Weapon enchants to Proc in form helps druid be viable while maintaining Turtle principles. Crusader is a huge buff for Warrior/Rouge and excluded/forgotten for feral.

Shapeshifting removes the Tiger's Fury buff... sad

Could take the energy regen from powershifting and add it to Tiger's Fury
