and then as stated above: using an authetification app like Authy (is the only one i know).

you propably misinterpreted the instruction, i did as well:

You have to scan the QR-Code with your Authentification app like "Authy".
Then with Authy you have to get a code and this code is the "one time code" you have to enter.

there is a level restriction on the use of public chats. I think you can use them at lvl 5 or lvl 10.
They added this measure against gold sellers/spammers a while ago.
