At 10+ levels it's still a maximum 38% hit chance. Melee/range hits are only .04% miss per difference in defence. A level 20 vs a 60 has only a 13% miss chance if attacking from behind or ranged. Though they do suffer from increased armor values, things like hamstring will hit reliably enough.

40% haste equals 40% more swings in a given period of time. The calculation is speed/1.4. simple. A 3.0 speed weapon gets a 2.14 swing speed. a 3.0 speed weapon swings 20 times in 60 seconds. The 2.14 speed swings 28 times in 60 seconds.

I think realistically that it should just be a 40% melee haste seal and nothing else. 40% attack speed on a 2h mace is unironically a great tool and a decent DPS increase for physical geared paladins.
