At 10+ levels it's still a maximum 38% hit chance. Melee/range hits are only .04% miss per difference in defence. A level 20 vs a 60 has only a 13% miss chance if attacking from behind or ranged. Though they do suffer from increased armor values, things like hamstring will hit reliably enough.

40% haste equals 40% more swings in a given period of time. The calculation is speed/1.4. simple. A 3.0 speed weapon gets a 2.14 swing speed. a 3.0 speed weapon swings 20 times in 60 seconds. The 2.14 speed swings 28 times in 60 seconds.

You would definitely use holy strike when using SotC. Holy strike adds bonus damage and a 40% scaling component compared to the 10% I recommend with the seal. I think realistically that it should just be a 40% melee haste seal and nothing else. 40% attack speed on a 2h mace is unironically a great tool and a decent DPS increase for physical geared paladins.
