I think the server XP rates are varied enough. The option of choice to lower it was added to preserve the "original" Turtle WoW XP rates, which were 0.5 XP. It wasn't meant as an addition, but as a way for those who started early to continue on their path without interruption.

Yes. This tutorial does not entirely solve the problem though. You have to run a different program and keep it renamed to "World of Warcraft". It is indeed a functional fix, but not one I feel comfortable maintaining.
