Si, hay gente jugando. La horda es más poblada que la alianza (suelen haber mas On en la horda). También son más numerosos allí los hispanos pero aquí en la alianza somos unos pocos pero hacemos un montón de cosas juntos.

I had (also other people from my guild) same bug with The Stockade quests: we got more or less 3000 exp with each quest.

Modified experience rates do not apply to quest exp, only to mob exp, thus no matter if you choose progressive rates or flat 0.5 , you still should get 100% exp from quests.
