Did you uncheck the auto self-cast option from the Interface options tab in your wow client (upper right corner)? Thats what usually causes said issue with healbot.

It *could* be an interaction with another add-on. Bongos has an “auto-self cast” feature which you would need to disable for it to work properly, for example.
