Well, no class is super good at tanking below 20. But overall paladins are doing fine in Deadmines and above.

IDK about rogues, but it is probably the least important issue with paladin tanking. Still, would be nice to fix it.

It is a bug "just" because it contradicts the fundamentals of aggro mechanics. Immunity of any sort must nullify any kind of aggro grabs.
