The point is to give engineers a way to craft the arrows without needing to go to the NPC at all.

As it currently stands, there is only one way to procure Thorium Headed Arrows : exchanging them via a quest giver in Orgrimmar or Ironforge . To clarify, the models I linked are used by NPCs in-game already, it's just none of the Beasts that use them are tamable.
They could be changed to being tamable, or new NPCs with those models added, as you said.
