Sorry for the unpopular but It's a fine line towards homogenization. A pally has to work harder, spend more cooldowns in order to taunt... so be it! They are already kings of aoe + reflective threat, what's the problem having 1 gcd before you can taunt? "oh but my judgment was on cooldown"...
