Worked for me. You need to be on the right Quest tho. At least for Horde there are 2 different Quests for those Naga. Only one requires the Springwater.
You can use the Spring even when not on the right Quest and receive nothing. THAT might be a Bug.

When the quest is started from her unusual statying location she will first attempt to get to her original spawn point. So she climbs up quickly getting out of range of the character and thus auto-fails the quest.

Same in various locations around the horde entrance to Stonetalon Mounten.

Also be warned that the Great Lift in Thousand Needles will kill you even when you /pray before getting onto the plattform.

I noticed that the Imp quest for Horde in the Valley of Trials was available from Level 1. You still need to kill level 3-4 Imps to get the Quest done, but that isn't very difficult.
