Since you're the paladin expert, could you tell me the proc chance of judgement of wisdom and if there is an ICD?

Hi, I wanted to know if windfury was a flat 20% chance on every hit or if it was a proc per minute here. Anyone knows?
Also, are the 2 proc attacks able to proc judgement of wisdom?
